No they make it clear they say that so anything they say is not to be trusted.
When they start off with the statement, and end off with the disclaimer, it is very different than if they would do it the other way around. They are not idiots. They know how to sow and spread fake news.
Rather than "At least 5,087 Palestinians have been killed in two weeks of Israeli strikes, including 2,055 children, the Hamas-run health ministry said."
They could have (or should have) written: "According to unverifiable claims by the Hamas-run health ministry, at least 5,087 Palestinians have been killed in two weeks of Israeli strikes, including 2,055 children."
But they
choose how to present things.
