I will safely assume that this is a total misquote (or taken completely out of context) as it seems to be in direct contradiction to multiple sources in our mesorah that identify age 13 as the starting point for any responsibility at all and age 20 for דיני שמים.

I think you're having trouble with the concept of "even Bernie." Here's an example: "Even my 2 year old knows we can't light the doll on fire." Would you think to quote my 2 year old on any other babble that comes out of his mouth?? Quoting Bernie is simply saying that if even someone as radical left as Bernie can understand that a ceasefire is counterproductive right now, this shouldn't be a hard concept for the world to understand.
