You can't block a whole mountain.
What should they do, bring in 10,000 police???
That defeats the whole purpose of not having so many people on the mountain...

I don't excuse the police, they always act with violence. But they arent at fault for not preventing more people from going up.

The ineptitude of the police is inexcusable.
How hard should it be to keep people away from the entire area?
How did these people get within miles of meron?
How did they get up the mountain?
How do they let it get to  point where they need to even try to clear the mountain?

They didn't close the entire mountain, they gave out permits for a few hundred, some vehicles were registered for allowance, of course you'll have those die-hard Meronists who'll think they deserve entry just as much. Their incompetence and cruelty is next level.
