If it says, for example:

It means as of now they are not flying until Dec. 5, not including, meaning they are set to restart on Dec 5.

Many airlines keep on pushing off the restart date.

Still, flights usually run both ways (anyone want to write this in, fine, but I'm done). Feel free to correct or add to the list, especially when an airline starts flying - but change the date the list was updated. North America in bold.

*We are writing* to update you on U.S. government assistance to depart Israel.  We plan to offer transit options beginning on Friday, October 13, but it will take some period of time to schedule everyone seeking to depart.   If you choose to take this departure assistance, transportation will be by air to Athens or Frankfurt, or sea from Haifa to Cyprus.  You will not be able to choose your destination – we will assign you to the next available flight or ship.

*You should be* prepared to depart within 8-12 hours of receiving notice of your booking.  Each traveler may bring one small carry on item no more than 22 pounds (10 kg) and one suitcase no more than 35 pounds (16 kg).  Pets will not be permitted.

*You will be asked* to sign an agreement to repay the U.S. government prior to departure. You should be prepared to arrange your own lodging and onward travel from Greece, Germany or Cyprus to your final destination.  U.S. Embassy officials will be available to help you when you arrive in Greece, Germany, or Cyprus.

The State Department is being dragged into this kicking and screaming. They don’t think these folks are legitimately entitled to be evacuated and are doing everything possible to make it as untenable as option as possible.
