don't think so, with rentpayment.com the landlord must be registered.
the 20$ fee pays off easily? its effectively .5c a point? starwood points can value at 2.2c easy.. ultimate rewards 1.8c ..
not sure if I understand what you are saying. Lets say you rent is 1k then you are buying the points at 2 cents a point. Hence it only is worth it if your rent is high or you prepay which for some people may not be worth it.
