One must separately purchase the mezzuzah to put inside - from a reputable sofer.
Reminds me of the famous (sad in reality) “joke” about the guy whose Rabbi was shocked when he found the klaf missing from a mezuzah, where the owner retorted “I didn’t understand the Hebrew instructions inside, so I tossed them”.
