so try pinging google
press the windows key and R then type cmd and press enter to open command prompt where you'll type (without the quotations) "ping google.com -t"

after about a minute press ctrl+c to stop it and you'll have something like this

Minimum = 13ms, Maximum = 180ms, Average = 29ms

I have no clue how this works but I figure it is something fairly decent
