Definition of "Domestic" and "international"

American Airlines didn't let my son on his flight from BWI to MIa where he was going to layover and transfer to ElAl to TLV.  They said he was late for the 1-hour cut-off, claiming that it was an "international" flight.  Is there any definition of "domestic" and "international" that I can reference?  I checked the AA Conditions of Carriage and all over the DOT and FAA websites, and I can't find anything that is a direct and clear answer.
