Grey market. Legit licenses, of the type that is never reusable, being sold in a way that Microsoft doesn't like but has no way to stop. Of course, you have to make sure you buy from somewhere that will be accountable. I see sales all the time for almost this cheap. If the sale is quoted on one of my legit computer news sources, I trust it. (Never buy it myself, though.)

Just bought from Groupon yesterday, works fine, just make sure you delete any Office before install, but that's true always.

I have no doubt that this works. But as pointed out above, these are likely enterprise licenses that are not supposed to be resold. I'm not sure what the ramifications are.

If there were any ramifications they would have happened by now. The real problem is differentiating between grey market and black market. The former Microsoft can do nothing about, the latter they can - and also, you have to trust the seller, which is a worse problem.

Microsoft is 100% aware of what people are doing, some argue they actually prefer it.

I suppose it's the idea that the average household can pirate it (or obtain from someone else who did) while the businesses pay for it. And the argument is that the businesses would prefer to use the software most people are comfortable with.

That’s ancient. While it’s true on the macro that they preferred to keep market share by being the gold standard for businesses and consumer piracy was a secondary concern, it doesn’t mean they completely turned a blind eye to piracy. It’s also likely their strategy has since changed.
