I wanted to (however futile) to explain that both airlines have the value of '0'

The third time '0' is to cover the possibility that another airline would take over, and so even if it had a rating, it would be reduced to '0'.

In biological terms they are called airlines with a dominant '0' genes.

0 raised to the 0th power is technically an indeterminate form. Any number to the 0th power equals one, implying that 00 is 1, but 0 to any power equals 0, implying that 00 is zero. There is a lot of other incomprehensible mathematical back and forth on the subject, but generally speaking mathematicians lean toward the reasons that imply that 00 is equal to 1, as Dan mentioned

So like I was implying earlier, a +03 would be a +0 whereas a +00 would be a +1.
