Does anyone have a link where I can file for Israeli or Usa compensation? our united flight EWR-TLV was over 4 hours delayed does that mean I'm entitled to 3000 Shekel per passenger?
Sorry to disappoint you, but Israeli law gives that mandatory compensation only for delays exceeding 8 hours.
I've been waiting over 5 years with bated breath for someone to say that!

You should be filing directly with United. You can refer them to https://www.united.com/web/en-US/content/travel/destination/international/israeli-aviation-law.aspx

Was held up on ground for 4:30 hours because of late inbound flight. Route was nyc-tlv on UA am I entitled to any compensation?

United #91  TLV-NYC   on Aug 30  was cancelled. For 3 hrs 40 minutes fixed oxygen tank for pilot. Then ran into 2 am TLV  curfew.
they scheduled us for 24 hours later . I was emailing with them  back and forth requesting them to compensate me ₪3000 per pasanger (we were a total of 7 people), today I got a email from them saying


"Thank you for contacting United Air Lines regarding your recent travel
with us.  We understand your disappointment with our handling and the
negative experience to you.

We have again reviewed your request for cash compensation and found that
we complied with all the applicable regulations at the time of your
flight.

I understand that the delay was, at best, very frustrating and truly
regret you were disappointed.  Please let me explain why cash
compensation is not applicable under the Israeli Air Passenger Law.
Because all routine preventative maintenance actions were performed on
the aircraft as scheduled, and the cancellation could not have been
reasonably predicted or avoided.

Please know that our legal department carefully reviews each of these
matters with our system and technical operations groups to ensure we are
in full compliance with the appropriate legal standards.  Although the
cause of the irregularity was extraordinary and unable to be avoided, we
did what we could to minimize it.

Because we do recognize that your flight plans were negatively impacted,
as a tangible gesture of our regret, we proactively sent each passenger
who we had contact information for, an electronic travel certificate
valid toward a discount on a future United flight.  I will send the rest
of the family each a $200 electronic travel certificate. Unfortunately
we are not able to reimburse for the clothes you  purchased you will
need to contact baggage resolution, we will send you a check in mail for
the ground transportation.

We sincerely hope that you will choose to fly with United Airlines in
the future.

For EU261 there are new websites daily that handle such for a 25% cut. Haven't seen such for Israel

A family member had a BA ticket ATL-PHL-LHR-TLV with the first leg on AA metal (codeshare BA flight). All booked in J - revenue.

First leg had a substantial delay, which resulted in missed connection at PHL (which was supposed to be BA metal). They put him on AA metal to LHR, but that flight also experienced a 3 hour delay, so connection to TLV was missed, he ended up waiting 6 hours at LHR with no kosher meals or accommodations provided, and was put on an LY flight to TLV.

His luggage seems to have remained in PHL, and only reached TLV 3 days later!

Who does he file for compensation with? AA (first operating carrier)? BA (marketing carrier and scheduled operating carrier for the all international segments)?

Does the compensation for the delays follow different rules than the compensation for delayed luggage? If yes, who does he file for the delayed luggage with?

See below I got this 30 days after sending one email to UA for a flight from EWR to TLV (UA 90) on Oct. 26 which was Canceled due to maintenance.
