What "extraordinary circumstances" ?
They have to pay you 3,000 NIS for each person, mandatory compensation under Israeli law.

Thank you for contacting El Al Customer Relation regarding yours and your family's recent flight experience.
I was sorry to read of the inconvenience that you were caused due to the delay of flight LY027 on the 4th June 2017 from Tel-Aviv to New-York.
The flight was delayed for the safety of our passengers. Unfortunately, a rare and unexpected flight safety shortcoming malfunction was discovered after the flight had departed. The failure was clearly not something that was identified in the pre-departure checks nor something we could have prevented through routine maintenance. It took time until a solution was found and the flight was operated on an alternative aircraft.
In accordance to the Israeli Aviation Services law (compensation and assistance for flight cancellation or change of conditions 5772-2012), in paragraph 6 (e) (1) compensation is not awardable when the flight is delayed due to extraordinary circumstances and the airline has done all within its power and could not prevent the flight delay. I'm therefore declining your request for compensation.
Despite the above, as a token of our regret I would like to grant you each a voucher in the amount of USD200 x14 (total $2,800), which may be used as partial payment for future flights with El Al. This is valid for one year from the date of issue.
Please confirm in whose name shall I issue the voucher/s (total account on each voucher cannot exceed $700).
Also if any of the 14 in your party incurred out of pocket expenses such as ground transportation, accommodation & meals during or as a result of the delay, please forward receipts by email attachment for a review.
I hope that you will be able to overlook your disappointing experience and allow us the opportunity to serve you again so that we may restore your confidence in El Al.
