Correct. You seem to be onto something.

In the actual elections margins don't count. So anything more than 1 vote more than the other side is "wasted" (as in "has no effect").

Did they give your address in any interaction with the DMV (applying for drivers license, permit, state ID card)?  That could lead to an automatic voter registration at that address.

No. There were change of address fillings with USPS which I presume did it.

Write "Not at this address" and "Return to sender" and drop it in the mail.  They're supposed to stop sending the ballots, though they may keep the names on the rolls until they haven't voted at that address for 4 years, I think.   (You could write "Deceased" where appropriate, but they might require you to send a death certificate for that to work to get someone deleted.)
