Are you supposed to earn Hertz points from Rentals at TLV or are they excluded from earning points ?
excluded.
However i always call afterwards and they give me a 1 time exception and credit me with points

anyone have experience with europcar in tlv? are they reliable? do they ask for letter from cc covering insurance?

depends where, if you are somewhere with a lot of citi cars parked then there should be one available nearby all the time,
you can also always book in advance and you should be able to get a car.
(just don't wait till you get here to sign up because applying to citi car is  an annoying process to get started)

I found citicar a pain in the neck to sign up.

How long does city car or my car take to confirm your account so you can start renting?

Tishrei is high season for demand and low season for service across israel.
If you wait for the last minute to book a car, there may not be any available from the nearest locations , and possibley none at all for the time you want. (think the days before sukkos or chol hamoed when everyone wants a car)
There are currently exactly TWO workdays before sukkos, so theres no garuntee that an application to either service will be proccessed before YT.

As far as I remember, you need your blue entry card to apply for citycar...

Noach car rental is the best. I've used them many times & the 1 or 2 times that I didn't was a mistake.
One of the advantages with them is that they on their own will cancel and rebook a reservation if the prices go down after the first booking. my experience with others is that you had to be on top of it yourself in order to have that done.
I also found them to always be cheaper

Is 3rd party insurance always charged,  recently rented from sixt, and don't recall it being charged,  (used sapphire preferred ), however, have an upcoming rental with hertz and email mentions:

*Third Party Property Damage fee ranges from USD 14.00 to USD 17.00 per day (excluding tax).

* Please note - TPPD is a common charge amongst car rental companies in Isreal

I got two additional charges from Kesher (Hertz Israel franchisee). I assumed one could be for toll-road use, but had no clue what the other was.

I sent them an email asking for information, and they sent me two invoices for toll-road usage from the same day.

The problem is that I just drove one continuous ride on road #6, so I have no clue why there are two invoices, each with a ILS15 service charge. While it's not that much money, I did write to them to ask for evidence/backup/substantiation of why I am being charged those amounts even though it was a single continuous drive, but just got the following response:

and it was charged automatically 
So there is nothing we can do about that

Anyone have similar experience? Any recourse?
I've been waiting over 5 years with bated breath for someone to say that!
