Ips and mini-led are not a contradiction, Ips refers to the type of upper layer used in the screen, mini led refers to the type of backlight.
Your question is IPS vs OLED.
You haven't specified if you mean a built-in laptop display, or a separate monitor.

Tachlis, theoretically IPS has a slight advantage for text over OLED, but in practice the screen type matters much less than the resolution. Higher the resolution, more clear things are. (limited by the original scan quality of course). After resolution you need to look at brightness, exact level will be determined if you mean a laptop or separate monitor. I believe glossy is usually better than matte for text and crisp images, but that's assuming you're ok with the possibility of increased reflections. And then of course there's size. and finally, price.
plus all the other features, like glossy/matte, touch/nontouch, color accuracy and range, tilt and swivel, etc.

tl;dr: mini-led is irrelevant. IPS vs OLED is bottom of the list to look at. You'll need to find the right balance of resolution, brightness, size, and price.
