Musk petition for Pennsylvania

I am seeing online that if you are a Pennsylvania registered voter you can fill out a basic petition and receive 100 dollars. The kicker of this is if you refer someone then you get 100 dollars along with the person doing the petition gets 100 as well. I want to know if anyone knows if this is fully legit and how Elon musk plans on paying people. Also how can I maximize this to get 1000 referrals  and make 100k in a week. Waiting to hear your advice
