Regarding Avos Ubanim raffles, there should always be a nosh or small gadget given out to all kids in addition to the raffles because for some kids not wining any prizes week after week can be hard and pretty upsetting.
By us after a certain point in the season we start having a raffle for a smaller item that can only be won by someone who never won anything that season. By the end of the season we make sure that each kid wins at least one item, but we are relatively small with about 30 kids a week.
