What happened to Speech and Special Ed? Serious question - did the field get flooded, or did the government budget get smaller?

Speech got defunded a few years ago (so I have heard from people in the field). And special ed never paid well in Lakewood, in New York you can make almost triple doing P3
So what did they get?
Why do you say that? Almost all of the people being serviced in Lakewood are having it paid for by insurance, and most of them have insurance through either NJ Family Care or Get Covered (while not directly a govt program, still they are getting it subsidized)

For a job with the kind of hours that requires CHS daycare, losing CHS for two kids can mean needing to make an additional $30,000 pretax. Multiply that by hundreds of people and you have a crisis.

Pretty sure R' Meir Stern doesn't allow any of his kollel yungerleit be on government programs. Not sure if it's all programs or just specific ones though.
