UK exit duty for minors

I’m trying to book a ticket on DL from LHR to JFK for an adult and a child, and im being charged the air passenger duty APD for the child, even thought passengers under 16 are exempt. Is there a solution to this? Or am I missing something?

You travelling in economy? The exemption is only for economy.

United Mileage Plus also seems to charge the full amount for children.

Yep, most people don’t know about that, and that’s probably why these airlines get away with collecting it for minors and keeping it. But if you check the British airlines, such as VA and virgin, they do it correctly. Most European airlines do.

I guess I can always contact United for a refund. So it would be the same minus $110.50? Or is there anything else that comes off?

IME they correctly priced it over the phone after I insisted that children don't pay APD out of LHR. In the beginning they didn't know what I'm talking about, but then they verified it with ticketing dept (long hold) and came back that I'm right so they manually ticketed with correct amount. Took some time but was worth it for 5 children. (booked with points JFK-LHR roundtrip on virgin). 
Of course not possible online as children do not exist on Delta website. AA and UA it does give correct amount online without the tax.
