The reason they stopped selling is not because of a shortage, It's because Amex is not happy that these were being used to get the $50 Hilton quarterly credit.
The 8 weeks is just a time frame where they will try to figure out how to keep selling without it being counted.

I'm assuming that Hilton wants to stop it, but needs Amex to corporate. They probably compensate Amex for most of the freebies.

I was taking to the Rep about a dispute that was reversed, She asked me if I saw the website that they aren't selling cards, I asked "it takes 8 weeks?" she hesitated and told me that Amex is not happy with the situation and they just gave an 8 week time frame until they figure out what to do as they were told by Amex to stop selling.

A big part of why there were so many Hilto cards sold in so short a time is because the benefit was announced with so little time left to us it for that quarter. That left the cards as one of the only ways someone without preplanned travel over those 2 weeks  would be able to use the credit. In the future it should be much less.

Why should someone wait around to use it for a booking if they can just buy a GC and use it at checkout?
The reason why Amex divided it into 4, was they knew that not everybody always goes to a hotel every quarter so the benefit won't be utilized, once people buy gift cards when they don't go to a Hotel Amex ends up with a loss.
