If I remember correctly ger does that.
Ger has a "break" every shabbos before Leining , officially its a learning break but plenty of people enjoy coffee and tea at that point.

No need to shorten davening. Just cut out the dead space so people don't get restless and have a nice kiddush afterwards to shmooze.
Agreed. Though some shuls need the mi sheberach $.

I have a very good friend who grew up in Shreveport Louisiana, said shul was conservative.

Talking was rare, the Rabbi was a hard line litvak. Says one day they stopped the services and the rabbi told two ladies who were talking that they should finish their story so that they can continue the services
He was totally unaware of this phenomenon where everybody is talking non-stop in shul.

Either goes to modern Orthodox or conservative

Did they have daily services? Definitely much easier if it's only a couple hours per week
