Last time I checked they only have it on the 79 ILS kosher plan. I still have a few months left on my existing unlimited (non-kosher) plan.

Wow I just saw them there last week or the week before that, the phone service here in isreal is like the stock market one day up and one day down.
 Just don't know when to buy a phone plan, one day they're offering unlmtd gb (capped at 9999gb) and then the next day for the same price only 30gb.
  It keeps the phone market cheap.

This is for my son and he'd be in Israel texting us in the US from a dumb phone. My phone here in the US is AT&T (not sure why this matters).

it matters because both TMobile and Sprint offer free international text.
Being that your son will be having a dumbphone, it doesn't matter.

Like nafnaf said , when adding texting ability to a dumb phone makes no difference what your carrier is on your end( except for the ability to be able to reply to your son who's learning in Israel.) And regarding this most phone companies do not or all of them do not have any plans for free texting to the USA,  you need to pay for a special plan or pay per text a few cents or a cent or even a half of a cent.
  Point being for $10 to be able to add on a feature which allows texting, I wouldn't hesitate to add the option.

  Now if he would have a smart phone which in this case he doesn't the best way would be to download Google voice and from hangouts send SMS messages for free while sending over data, and unlmtd multi media messages, no need for the other line to have gv or hangouts to send sms or mms or receive, and he can make unlmtd calls to the U.S. and CAN, and you can call him at his regular U.S. phone number after setting up call forwarding or call him at his gv number, but then again back to your original question to be able to receive texts from your son, see what the rate for a single text is and see if its going to cost you more then $10 then add the plan, but if it's a very minimal amount then pay per text.
  Hope that answers your question.
 Not I'm not an expert in all the programs out there, which im sure there are programs out there which might even be cheaper but then again for a program which works take it for $10.
