Rule #1- The Israeli cell phone service market is difficult. But cheap.
Rule #2- It is illegal for a company to "lock you in" a contract. ALL plans may be cancelled at any time with no penalty. Though, they do prevent you from opening and closing plans by charging a sim card "fee". This fee must always be paid even if paid for once before, and ranges from 39₪ to 180₪.
Rule #3- For those places that need an Israeli credit card, you may need to get one from an Israeli bank with a passport and income information although YMMV.
Rule #4- It is rarely, if ever, worthwhile to rent a "vacation plan" or prepaid, as the price for a regular unlimted plan for a month is less that a vacation plan for a week. Get a GSM phone that covers 900/1800 bands and save your money
Rule #5- All Israeli plans, whether regular or prepaid, include free incoming calls/texts.

Hot- 99₪ a month - includes unlimited calls, text and data (3 gb, then slow) and unlimited to 32 countries. Free home internet supply included. They currently have an offer if you port a number from a different network, to get the first six months for just 49₪ a month. You can move your package to a 10₪ a month plan, which includes 50 minutes and texts. You can also freeze the line once a year for up to 3 months. Regarding signup- you can use an American CC and fake TZ over the phone as one user has done.

Golan - Service is passable, but can be subpar in certain areas. There are two plans with Golan. There's the 99₪ unlimited talk/text/internet/international calling plan, which also gives you up to 2 virtual foreign numbers. This plan also includes for many countries unlimited global data roaming (6GB high-speed), incoming calls & texts, and calls & texts to Israel. They also offer a ₪29 per day data-roaming plan which gives 100MB a day in these countries. These roaming options can be very useful for foreigners regardless of whether they need Golan for Israel. Recommend buying one here. If you are truly commited to kosher go all in and buy a Meushar phone with the Hechsher. The Nokia ones are generally the best (ie Nokia c2, there are others). 3g here is alive and well, volte isnt such a thing. If you want quasi kosher (ie dumb phone with android can get apps) buy the Xiaomi Qin1s+. Known to the Israeli phone stores as GYOMI HaCHadash, Google is NOT your friend here, very little accurate info online.

 More than anything, don't need the apps and all. Care to have texting and calling.

 Where you pay 5-10 bucks to have a number with 100 minutes and your service stays active until you use all those hundred minutes.

 Someone is going to learn in E"Y.
 Want to be able to remove him from my T-Mobile plan, that way I don't have to pay for service when he's not home. And port his number to another service provider to be able to retain his number while he's gone and then have that number set up to call forward to his american/Israeli number which he'll get.

 I take it GV might be the easiest? And to port in and back out any idea what that costs?

If one really wants to avoid getting one without texting, the mir guys use the brisk phones to verify they have a kosher phone and the brisk guys use the mir kosher phones to give a number and verify the phone is kosher and now they're off your backs.
 Or spend the $30-40 and buy what they want you to. A waste of money but does what they want.

  Whomever has a smartphone will not be getting rid of it, just won't be using the flip phone on yeshivah texting unless they decide to keep two phones.
 Not really any incentive to keep whomever away from keeping the other phones.
  It's just a gamble hoping those with a phone with texting will give it up and use a kosher just with talk only, as they wouldn't want to pay $ for a 2nd phone if they have service on another phone.
 But good luck. It's not exactly 1990.
  We're unfortunately living in a crazy world, so locking talmidim from the entire world will not work.
  Allowing texting should be the bare minimum. Though I hear the reason to stop the phones with texting that way... you won't find people texting in the BM and or using the phones in the BM reading their messages.
   
 For that you have to make a cubby or policy for everyone to leave their devices outside or turn it off completely.

 Just curious how long these new takanas are going to last..
 Or untill some good guys speak out and ask what's going on, as they want texting..

I think there's big value to having a legit kosher phone even if one carries a smartphone. The Pshevorsker said this a fee years back. It's what I do, and I feel that it's a big thing for chinuch and for kdushas beis haknesses and general spiritual level of the tzibur. Think about what it means to have a smartphone vs what it means when everyone is sitting on it in or outside shul between mincha and maariv.
