A commenter on Fox opined that perhaps the Black Hawk thought ATC was talking about the plane taking off, and had them in sight, not realizing that there was another plane coming from above them.

 Army put out statement that the helicopter was on a training flight.
 Sikorsky UH-60 Black Hawk was from the Bravo Company 12th Aviation Battalion out of Davison Army Airfield, Fort Belvoir in Virginia.

So from this video, it was from the side and not rear ended. That makes it look like it was more of an accident. From the other video it seemed like it was rear ended which I can't imagine how it's unintentional, like you had to see the plane in front of you.

Trump on Truth a moment ago...
The airplane was on a perfect and routine line of approach to the airport. The helicopter was going straight at the airplane for an extended period of time. It is a CLEAR NIGHT, the lights on the plane were blazing, why didn’t the helicopter go up or down, or turn. Why didn’t the control tower tell the helicopter what to do instead of asking if they saw the plane. This is a bad situation that looks like it should have been prevented. NOT GOOD!!!

Far too early to know what's up, and I'm many degrees lower than a layman, but if you're trained enough to be able to be flying a black hawk, you can hit a regional jet on a standard landing course
