It seems like the main thing they are (thinking about) targeting is businesses that pay for flights in which the employee gets the miles for. They are looking at that as a form of payment or bonus from the business to the employee. In order to enforce that, they would have to get the airlines to send out 1099s.

But would they only 1099 when it is an employer paying for the flight? How?

He's an am haaretz.  Anyone who learned halacha knows that kosher slaughterhouses don't slaughter "downers", since the animal must be able to walk 4 cubits for it to be kosher.
