Correct, but she goes much more in depth about how the term obligation is a male-centric term since it was invented by the male rabbinic scholars. And as a result, in this feminist age, we need to move away from this archaic terminology.
It wasn't simply a question of obligation vs. encouragement. She was delving into the meaning and history of the terms.
