I think that it's pretty in line with Torah Hashkafa.

I wouldn't have presented it as needs, but it's clear that the Torah considers it the most ideal scenario.

The Torah perspective is that homosexual attraction is a mental issue. Someone who is not dealing with a serious mental issue in a way that complies with halacha cannot be considered an ideal adoption candidate from a Torah perspective.
