The Golan Heights were annexed (in the early 80s IINM) because there was virtual unanimous agreement that it is a vital strategic asset for security.
Parts of Jerusalem captured from the Jordanians (which BTW later on relinquished all claims) for both political and security reasons.
That hasn't happened with other territories captured in 1967 (from whom?) because there isn't unanimous agreement (mostly due to population concerns, rather than territorial concerns) on whether it's more secure to annex and keep indefinitely, or relinquish and disengage.
