I think cops run plates at random all the time. I got pulled over a few months ago for driving with an expired registration. It was at night, the op must have run my plates.

I have a hard time understanding the Kansas court's argument.

Not the cops I know (I know a ton of them). They run them because they are suspicious.

I have been told by some cops that they do that sometimes at a red light or stop sign etc.

Honestly, I find the whole question kind of irrelevant. The cop running a plate isn't invading anyone's privacy, and if there's no problem, that's the end of that. And if there is a problem, I have no reason for complaint.

If he runs the plate and it is suspended then he should stop the vehicle. But if he runs the plate because it is a black kid driving in a white neighbor then that is a problem. Do you really believe police run plates because they are bored when they can be in a donut shop stuffing their face?

If a cop is in a completely arab neighborhood, and sees a jew driving around, and that's something unusual, I would expect him to run the plates.

Then again, I don't think there's anything with profiling, as long as the profiling is based on data, and not simply because of prejudice against the race/religion.

And if there's a data based backing to it, I think that makes sense. If cops see that in the last year, 50% of all robberies in a particular area were committed by jews, then wouldn't it make sense for them to keep an eye on jews they think seem to be wandering around the area?

If that is the case then should I stop going to DO's when I go to NYC? What is a Catholic boy doing in an all Jewish restaurant. Must be up to no good, right?
