He didn't say anything about any Gadol. The article mixed his comments with things that were said by Rabbonim in the US. All he said was that American Jewry as a whole was making a mistake by mixing religion and politics. He's far from the only one to have expressed this sentiment; it's one that Gedolim have expressed countless times over the years.

We read the same article. It was a JTA article that took something Rabbi Sacks said and said that it was in response to a question about Rav Shmuel's comments, without saying what the question was or the full response by Rabbi Sacks. Reading the part of the quote that they published, it doesn't seem to be addressing a person, just a fact about American Jewry. Given Rabbi Sacks' reputation and the JTA's, I'd be much quicker to assume the comments were attributed out of context rather than assume Rabbi Sacks smeared Rav Shmuel.
