Eta: I mean to say that if they wouldn't have that restriction in place, it wouldn't be flat rate. In that case, alot of the business would shift over to other providers.

I doubt a CEO or lawyer for USPS knows it is the largest civilian employer of veterans but a mail carrier will/should. That brings up an interesting question. Is the USPS a government agency? Lets all use are our Google skills!

It makes no sense to deliver a letter a block away for .46 and charge that same amount to deliver it across the country.
