1) Not everyone has one in their house or building and its difficult to get to one
2) Some are old
2) Some have multiple small children
3) Some don't go at night when it means waking everyone up
4) Some have Miklats that are full of garbage that's been filling it up throughout the years
5) Some live too far/too high to get in time
all these things vary in location.
I doubt that many are not going, even for these reasons, in large swaths of Gush Dan.
If you think that people in Maale Adumim or Chevron (or JLM) are the same....
