When you have a question in Halacha referring to monetary issues you should AYLOD not AYLOR. (Open to debate = opening for debate?)

Actually, often you can only consult with your LOD, to find out if it is a genuine she'ela, but if it is you need to appear with the other party together at a Beis Din or by the dayan to get a psak that conforms with halacha. Otherwise, he can at best offer advice.
Had a funny case where a guy found my mifi device (derech hinuach) and put up a hashavas aveida sign, then someone told him that it was ossur to return it so he asked his Rav who concurred. I pointed out to him that lechora he doesn't have the right to follow that psak without the Rav hearing my case at the same time as he said his, a point that he had come to on his own between our two conversations. At the advice of a dayan I spoken to, I suggested that he give the device to RBs, and this he was maskim to. RBs asked me a few questions about how it was used and then gave it right back to me.
I held back the urge to call him the next day and yell at him for giving such a treifa device, that no one is free from temptation of, to one of the Gedolei Hador, which could possibly ruin him for life.
