How do I "Reis Kriah"/tear a shirt at the Kosel? Wouldn't they not allow me to bring in a razor blade? Without one I can't do it.

I know there are times when one is not obligated to tear, however I prefer going at an obligated time to experience the Aveilus/mourning.

(I believe this belongs in this forum. After all, it is advice for a trip. If not, maybe one of the mods can move it to the correct place.)
If you go by day, when the chabad tefillin stand is open, they have a scissor there.

My Rav recommends going at a time when we don't tear(shabbos).  Can't tell you why but definitely seems to be a legitimate shita
It's a big machlokes, many say there is still a chiyuv kriyah the next time you go
