Just walked in without appointment?
Was it quick or took 2-3 hrs?
No one wants to kill a day of their vacation

I called in for an appointment, was in and out in less than 30 minutes.

Depends on the state.

There are numerous places to certify a passport for US ITIN purposes.
Maybe these places can do the equivalent of a US notary.
