  If I had to answer for you I would say no it's not the norm.
 So basic driving etiquette, that if you play bummer cars at least say I'm sorry or pay up for what you damaged.

Most of my day is on the road. Sitting parked in NYC just invites someone to bump into you. The other day I scratched someone's car, offered him some $200 to go fix it. He probably kept the cash but that's another story. #NYC

I had some one hit me while parked and I need a new bumper. He kindly left a note with his info. Problem is it rained that day and by the time I saw it I could not read the number, only the name.

I went to the phone book and started calling ppl with the same name, The 3rd person I called said, yes I hit a car and I asked them what color was the car and where, it ended up being a different person that they hit. Just crazy that people can cause real damage and leave a note. All it takes to call is 3 people and they hit someone and left a note.
