At least with att if you tell them you are going to serve the country, and your going to a place where att has no service (afganistan) all you need to tell them is ur position (marine....) And where you will be based out of and they will freeze your contract for free

I think sprint will do this for you as well.

(I know they used to, I used it a couple of times).

If you can get them to note on your account that the ETF is waived, you can port your number without an ETF.
