If that counts as an inside purchase, then wouldnt every time you purchase a GC inside count as an inside purchase?

Freedom offers 5% for "Gas Stations" not "Gas". I would assume that includes inside purchases too.

also purchasing bp gc in shop-rite would deff be considered groceries.

yup been discussed already, and Exxon at the pump IME is CC price, though I've heard it may vary by location.

Ok iv'e experimented pretty recently;

BP near me does not give you the cash price, however according to a rep. at BP HQ it depends on the the location bec. each one sets their own prices and policies.

However Shell near me does give the price for gift cards, and I was told by the station attendant (for whatever thats worth) that machines are set at HQ so it would seem that this might apply for other shell stations also.

I dont think BP gas station have been discussed - as they are cheaper than exxon

BP’s policy is no. My guess is not all cashiers are aware of the policy.
