No it doesn't add up. Either his friend isn't telling him that he's had a Gold or Plat Bus card within the last 12 months or something else is up like he signed up using the wrong link.

i sit nxt to him at work we usded the same link, and nope he did not have an amex b4

Had same experience recently with personal gold I just gave up ended up cancelling card to reset 12 months

Yeah this is disturbing if true. Sounds like the system is bugging out sometimes when people are applying and not attaching the promo to their app.

i send in a letter with 10 dif print outs showing the promo

Amex doesn't care about screen shots anymore it seems. They only care if the system attached the promo to the application or not.

I had the same (signed up in august for the 75k after 10k)and seen this happen before with the business gold 10k . They don't care
