No, most of the 75K offers going around right now are the 10K spend. There does exist a 75K for 5K spend but they are harder to come by.

Can I apply for a second Amex Business card for a separate business with a different EIN but the same SSN and get a bonus? (Without waiting a year from when the first card is closed).

I just called AMEX to apply for a Business Platinum card; they told me I will not be eligible to get the bonus if I had the card in the past year. I did have the card in the past year, but I told them it’s for a different EIN number. They said it’d the same person and the bonus goes according to the person, so I will not get it twice.

The offer being mailed to you has nothing to do with your eligibility. Credit-wise or bonus-wise.
