Not sure. Do keep in mind that everything is documented quite extensively on their end. You don't want to be documented as the complaining guy.
I sent my girl at mr marriotts office a rundown of the situation- less than 12 hrs later I got a call back from the hotel saying they r refunding all points 160k  8)

Is there a specific number to call, to file a complaint for Hilton brand hotels ( Waldorf Astoria if that matters ) or is it always better to reach out to the individual hotel first ?

When it comes to SPG hotels is it better to complain to the manager of the hotel or to SPG itself? Which one is more generous?

I would assume the manager.

Regardless of the hotel, it's best to always deal with the property manager first before contacting corporate.

Any special way of finding the contact info for the general manager of an SPG hotel? Or should I just email the main email address with my compliant (or should I email the main address asking for the manager's email)?

Call front desk and ask to speak with the general manager.

I'd rather not do it over the phone. I communicate a lot better in writing.

Ask the hotel for the managers email?

To each their own. I've personally been much more successful talking over the phone than writing. It's a lot easier to tell you to go to hell in an email than it is over the phone.

Right I hear that. But it's also a lot easier for me to say that in writing than over the phone  ;)
I suppose I'll try email and see what happens. I also have the option of complaining to SPG as well.
