Citi doesn't keep promo

I opened a  bank account with citi for 20k aa points in April and after 3 months switched it to student acct per advice of branch manager. I met all the requirements, however they never gave me points altough branch manager agrees i am eligible. They keep on investigating and saying I opened student acct, which is completely untrue, and therefore not eligible. How can I force them to honor the promo?

the manager is as lost as I am. She tells me she keeps on trying to contact the marketing dept. I have been bothering her for months.

There's a gov't agency to deal with such issues, I dont remember the name, just google it. You send in a complain and they give the bank 30 days to respond and so on. But dont file it against CitiBank, do it against the local branch you had the story. (maybe just telling the manager that you're going to file a complaint might help...)

The question is if there is anyone aside from in the local branch that  would be effective to threaten that I will file such a consumer complaint.

I guess against the local branch, since they're the one who told you its not a problem to convert to a student account. The national might argue you should've maintain the account as originally opened. Anyways, you did a mistake with changing before you receive the points. I'm doing these kind of stuff with Chase regularly, but only once I receive my signup money (which might be easier with Chase since they give you the money 10 days after completing the requirements).

that is not a reason to disqualify me just because I switched it as it clearly said I only need to keep it open for 2 months. Their delay inposting the points does not extend the requirments in any way.

what does it have to do with your branch manager? she just repeated the t&c to you , she didnt offer the signup promo. she has nothing to do with it and you shouldnt be bothering her

As much as she did not decide to offer it to me, she did walk me through it and have me open it in her branch, hence a certain amount of responsibilty to ensure I get what she promised I would get from doing business with her.
