It's definitely possible to have a credit report without a SSN, I opened a checking account from BofA a few months before I got my social, the day I got my SSN, I made a couple apps, a while later when I was accessing my credit reports, two of them showed the age of the report since around the time I got my SSN while one report (I forget which either EQ or TU) showed my report since a few months earlier around the time I made my checking account. It seems like BofA made me an account by one credit bureau just by opening a checking account although they didn't have any pulls on it.
