Anyone know of any bank account that allow free incoming wires from abroad? Perhaps an online account or accounts with a certain amount of money?

It's not so much the recieving bank that you should be concerned about charging a fee. They are easy to find to recieve money for free. It's the interbank who processes the money when it moves over oceans is what you should try to find in determining those fees. They typically skim their money right off the top while your bank naively tells you "no fee to recieve money".

How do you determine what those costs will be?

You cant really determine the cost of what the interbank is gone to sift off. You'd have to find out exactly who will be handling the money between the 2 banks and call them. If you get lucky it may be only $15. Local credit unions typically don't charge to receive, but you'll still have dicks in the middle like Melon Bank of NY putting their hands in your honey.

also after browsing the sitte cant seem to find out if their are foreign exchange fees doesnt mention them anywhere
