Someone recently staying here mentioned that a hotel across the street didn't mind them using their pool... Any one have any more information; like does the Waldorf have an agreement with any place for facilities to be used?

I know the david citadel across the street has an official policy NOT to allow anyone staying at the waldorf to use their pool. I tried. They did let us use the gym (the one at the waldorf is tiny) but they charged an exorbitant amount.

I ended up just using the YMCA pool down the street. You can buy a daily or weekly pass for pretty cheap.

The YMCA is very close and has a decent pool, that is the best option.

Have a revenue stay booked and the hotel wants to charge $120 a night for a cot. Is that normal?

That's the same thing that the King David charges, Mammila and Citadel don't have the prices posted online but I'd imagine they're similar.
It's common for high end hotels to price rollaway beds at rates like that.
Not that it's not absolutely ludicrous especially considering that very often Hotels of the same caliber even in the same city give them for free but it is common practice.

Does WAJ still let you check out motzei Shabbos instead of charging you extra for Shabbos?
