Best Available Rate , not including advanced deposit discounts with no change and no cancel- with mine you have the standard cancellation policy
Breakfast for two is included.
Would I be able to book this rate through chase portal ?

So for example, 8/31-9/3 is $420 on Hilton.com.
That means your price would be $294 a night?

If the total number of people is reasonable it doesn't seem like they'd notice or care.  For example, we are a family of 5 and I always just put two people in each of our rooms and they never say anything about our "5th" person coming for breakfast.

Not noticing and not caring is 2 different things.
They officially charge for every extra person from age 3.
So not noticing would be stealing from a Jewish owned hotel.
The hotel not caring (meaning you asked someone and they said it's fine) is like waiving the fee is fine.
It is listed somewhere how much they charge for breakfast think it's 150-250 shekel per person.

You are right and I never thought of it that way.  I didn't explicitly ask about breakfast charges for my third child but we did always openly present 5 people together at check-in and at breakfast give both our rooms and state we need a table for a family of 5  and were never charged.  I do believe their actual policy isn't the normal HHonors "2 free breakfast" but that if you are Gold or Diamond then breakfast is included for all the people in the room.  At the Hilton TA they also do this because although they generally give lounge access, since my children under 16 can't go they give all five of us a free full breakfast in the restaurant.

You are correct though that halachically it is probably different to bring an outsider in for breakfast, although if you are only one and you put 2 ppl on the room that would seem to for sure also be included.

Waldorf was sold.to a Jew from France.
Waldorf policy is breakfast only for 2 people regardless of status or how many people are in the room kids under 3 are free .
Hilton tlv has same policy was tgere last week and by breakfast they told  I was only allowed 2 people for breakfast so my 2 kids would eat downstairs and my wife and I ate upstairs in lounge.

Maybe they changed policy, last year at Hilton TLV I as a diamond had 2 rooms, 4 people, all given free breakfast for the duration of the stay.

Each room gets 2 people for free breakfast so makes sense that 4 breakfast

They didn’t let me bring a 3rd guest for free. Cost of breakfast is 180nis. Terribly  overpriced for the breakfast. I had to wait over 40 min both days of my stay for my food to come out.

Same here, after waiting for 30 min for an omelet I just left.
I wonder if they'll have to change the free breakfast policy for most people...

Yep. I got it after 40 min after asking waiter multiple times. I also saw other people complaining there that it was real slow service. They should just get less classy if they can’t handle the crowd and set up stands for all hot dishes.

With Israeli hotels its not really free breakfast they just include it in the room rate

Yup. True say. Many hotels charge more for 2 people then for 1 in Israel.

Just finished my stay at the Waldorf Jerusalem. And I have to say service was brought up to a whole new level!!!

They have clearly made an effort and cracked the whip from the top all the way down to the bottom. Service on all levels improved dramatically.
