Sounds right, I think you have to call the ticketing office that issued your ticket.

Also note that $40 is for UA/CA originating awards, fees are different when departing from other countries, see this page for details.

If I make a booking with avios now for tommorow Eve at 8 pm and I cancel the booking tonight or tomorrow morning, is there a fee? Do I get a full refund of points and taxes etc..?
I called them but the CSR was so not clear and was giving me attitude.

I don't believe you can cancel within 24 hours of travel.

But if u booked it only 24 or 36 hours before then it seems they said u can - I'm just confirming

looking at AA flight 4468 on 06/18 9:55 am yul-lga, and AA flight 4508 06/19 9:20 am jfk-yul. both are available at sAAver, but not on BA, and cant get thru to them now

Actually neither of those flights show at the award MileSAAver level.
