I pointed out already on the forums a couple of times:
Chase And Amex have both phone reps that are fluent and speak a fancy English vs. Citi / Capital One that could put any Pakistani at customer service. Seems to me that Amex and Chase both put all these people at the e-mail department, so they don't take out the appetite of their clients.

I never got a American rep. Maybe I never called in during the week days, but I believe that at least 1 out of the 100 times I called them I did, but I can't remember getting a American rep even once.
But maybe you're right. But in any case, it seems like Chase and Amex do manage to get some American agents even on weekends, I believe all what matters is the few extra bucks that they are willing to give to serve their customers.
