Go to Callcentric.com and signup for for a free NY state phone number http://www.callcentric.com/did
once you get your number. signup here for pay per call and add at least $5 http://www.callcentric.com/rate/plans/
then go the 'call treatments' page and setup to forward all calls to your israeli number.
There are tabs for autorecharge etc.

Ok got it. But now getting an error code when I call it. Is that because there are no funds?

just putpac, they told me exactly a while ago, there was something like three plans, basically ranging from 3-5.5 cent a minute.

 @hocker  - I just checked. Jivetel is 0.03 cents to IL landline and 0.09 to IL mobile.

your missing something, it is .5 cent a minute and less (depending if you buy a package of minutes or pay per minute etc)

If you have an iPhone check out the Pinger Ex app
It's not the best quality but it works and is cheap
And IIRC incoming is free
