I'm trying to summarize success stories mentioned in this thread.
From @TC610
It never hurts to ask - retention is a big YMMV.  If you don't like the offer given to you when you call for retention, ask for a better one.  Scan through the thread (use the search bar - reading through 130+ pages of posts can be time consuming) to see what others have been offered. Please post what you've got if its better then whats in the WIKI

If you downgrade within 60 days you are still getting the AF fully refunded. You will however also get charged the AF for the product you downgraded to.

Who do you think you are fooling? You think you are going to pull a quick one on your Creator? Good luck with that.

I downgraded within 60 after paying AF on Plat and MB Plat before statement closes to a PRG. I then had the statement close. I received the AF back but was charged for the PRG AF. I then eventually closed that. I then went on to receive the PRG AF back as well.

It showed up the next day.

I would not see it as worthwhile and wise to risk anything and reach out via chat or phone for - in this case - a few dollars.
Didn't think you would. It was obviously a manual adjustment, though, being as you were refunded more than you were charged (charged $39.49, and refunded $40). How many times did this happen?

I cant remember if it was just once or twice. The other times I canceled before the AF of the downgraded product hi and got full refund on the original product.

With Amex whenever I downgraded it was automatically prorated. Whenever I cancelled it was a full refund.

Yes.  I mentioned there was an in-branch offer for no AF even though the online offer did not waive the AF, and they waived the AF immediately.
